Justworks Partners with the U.S. Chamber of Commerce on Quarterly Small Business Index
New partnership will deliver timely insights on small business health, hiring, benefits, and growth

Today, Justworks announced a partnership with the U.S. Chamber of Commerce(opens in a new tab) (USCC) to co-produce and release the quarterly Small Business Index. The partnership will bring together Justworks’ expertise helping small businesses thrive, and the U.S. Chamber’s leadership in small business research and advocacy.

With knowledge from over fourteen years serving small businesses and insight from more than 15,000 current small business customers, Justworks will help drive the Index’s focus, including greater visibility into the workforce, benefits, hiring, and growth decisions facing small business owners.
Small businesses rarely have access to real data about their peers–how they’re competing for talent, what benefits they’re offering, how they’re responding to economic shifts, or whether their challenges are widespread, or unique to their industry. Running a business is already a fog of uncertainty, and small businesses deserve more clarity so they can navigate complexity more confidently.
The Small Business Index helps to close that gap. Since 2017, it has provided a trusted, real-time snapshot of small business community confidence and how owners are prioritizing investments. It examines small business health, employment trends, capital investment, hiring plans, and expectations for the future, while offering insights across industries and regions. These actionable insights can help inform small business strategy, help policymakers at both the federal and state levels better advocate for small businesses, and help partners like Justworks better serve more types of small businesses at every stage of their journeys.
The first edition of the Justworks and U.S. Chamber Small Business Index (Q3 2026) points to signs of optimism among small businesses, and shows that the share of small businesses offering key employee benefits, including health insurance, increased from 41% last year to 46%. The report will examine what’s driving these shifts and how small businesses are navigating benefits, hiring, growth, and continued economic uncertainty. The Q3 2026 Index will be released at the end of September.
